Webinar Series
The Clean Energy Communities Program (CECP) is a $16-million initiative to help local governments across the state reduce energy consumption and drive clean energy use in their communities. Local governments that complete four out of ten identified High Impact Actions will earn the CEC designation and access to grant funding to implement additional clean energy projects. G/FLRPC is acting as the CEC Coordinator for the Genesee-Finger Lakes Region. Clean Energy Community Program Overview on Jul 19, 2017
The January-March 2017 webinar series covered many of the High Impact Action Items and related programs. Other High Impact Action items may be covered at a session at the upcoming Spring 2017 Regional Local Government Workshop in May. Some High Impact Action items were covered at sessions at the Fall 2016 Regional Local Government Workshop in November of 2016 (see below). The High-Impact Actions include:
- Benchmarking—Adopt a policy to report the energy use of municipal buildings on an annual basis. If the applicant is a large city, town, or village, it must also adopt legislation requiring the annual disclosure of energy use in large private buildings.
- Clean Energy Upgrades—Achieve a 10 percent reduction in the greenhouse gas emissions from municipal buildings through energy efficiency upgrades and renewable energy.
- LED Street Lights—Convert at least half of the municipal cobra-head-style street lights within the jurisdiction to energy-efficient LED technology.
- Clean Fleets—Install an EV charging station and/or other alternative fuel infrastructure or deploy alternative fuel vehicles in the municipal fleet.
- Solarize—Undertake a solarize campaign to increase the number of solar rooftops in the jurisdiction through group purchasing, locally-organized community education and outreach, and a limited time offer.
- Unified Solar Permit—Pass legislation to adopt the New York State Unified Solar Permit to reduce costs and delays for solar projects in the jurisdiction.
- Energy Code Enforcement Training—Train code compliance officers and other municipal officials in best practices in energy code enforcement through training, collaborative plans reviews, and joint onsite inspections of local construction projects.
- Climate Smart Communities Certification—Earn Climate Smart Community (CSC) Certification at the certified, bronze, silver or gold levels through compliance with this robust, comprehensive rating system.
- Community Choice Aggregation—Transition to a cleaner, more affordable energy supply by facilitating the aggregated purchase of electric supply for residential and small commercial customers within the jurisdiction.
- Energize NY Finance—Allows property owners to pay back the cost of clean energy upgrades to their commercial or non-profit property through a special charge on their property tax bill.

Energy Code Enforcement Training on Feb 13, 2017 10:00 AM EST
This Clean Energy Communities high impact action item is an educational component of the Clean Energy Communities program provided by NYSERDA. This action item will bring an awareness to the community of the statutory requirements found in the New York State Energy Code and the documentation required to be provided to the municipality to demonstrate compliance with the Code. The webinar will cover the basics to complete this action item and the lessons learned after providing hundreds of Energy Code plan reviews and field inspections across the State.

Community Choice Aggregation, at its simplest, is an energy buying club for the residents and small businesses in a community. The Public Service Commission authorized municipalities to aggregate the energy demand of their constituents. It must be authorized by a local municipality. The webinar provides details on the process and benefits of implementing a CCA program.

Energize NY PACE Finance is long-term, low-cost financing provided to owners of commercially-owned buildings within municipalities that are members of Energy Improvement Corporation, a NY State non-profit local development corporation. The financing is available for a wide variety of building types to fund energy efficiency and renewable energy projects. Municipal members fulfill the role of collecting an annual charge through the tax bill, similarly to the collection of a water or sidewalk improvement tax. Energize NY Finance is one of the ten Clean Energy Communities High Impact Action Items.

NYSERDA will discuss electric vehicle programs, information sources for them, and incentives available. Energetics Incorporated, a consulting firm, will share information on NYSERDA sponsored EV resources and initiatives they are doing in NYS and the Genesee Region. Developed resources include the Genesee Region EV Charging Station Plan, EV charging station site suitability tool, Planning and Policy Tool Guide, and Best Practices for EV charging station Site Owners. Current initiatives include the Rochester EV Community Project, Resources for Planning Board Members, EV charging station deployment, and Workplace Charging Outreach.
