Clean Energy Communities
Energize NY Financing

Energize NY Finance, also known as Property Assessed Clean Energy (Open C-PACE) Financing, is a program adopted by an eligible local government that allows property owners to pay back clean energy upgrade costs secured through a municipal based assessment lien. The Energize NY Finance program enables eligible commercially-owned and not for profit buildings in New York State to secure funding for energy upgrades and renewable energy projects. The bill is backed by a PACE lien which is subordinate to municipal taxes and stays with the property.  Financing is available through the Energy Improvement Corporation (EIC) for permanent improvement projects that reduce energy costs in existing buildings. Within the Finger Lakes Region eligible local governments include Counties and Cities with qualifying bond ratings.

The steps to get Energize NY Finance certification by NYSERDA are outlined below.
 
Step 1: Pass a Local Law

Step 2: Sign the EIC/Municipal Agreement

Step 3: Send a Letter to Energize NY Board formally requesting membership
Sample letter for cities and be found here.  Sample letter for counties can be found here. 
Step 4: Get certified by NYSERDA 
Submit copies of the executed agreement, official letter, and legislation to NYSERDA through the following portal: https://nyserda-site.secure.force.com/CEC_HighImpact_Action_Item_Document_Page
