Clean Energy Communities Program
Energy Code Enforcement Training

This page details the steps your community needs to take to get Clean Energy Communities Program certification for this Action Item by NYSERDA and how Genesee/Finger Lakes Regional Planning Council (G/FLRPC) can assist you. As the Finger Lakes Region Clean Energy Coordinator, we are available to help you through any step in this process. ​The Energy Code is a complex document and one of nine building codes in New York State, which can make implementation and enforcement complex and time consuming. This training focuses on what code enforcement officials need to know about the Energy Code in the context of its practical application on active construction projects. 
 
Step 1: Provide us with information 
To start the process, we need the name and email/phone number for your code enforcement officer. Please forward this information to Matt Halladay: mhallady@gflrpc.org. For large communities we will provide the consultant with this information and they will get in touch to set up the first meeting. There is a minimum of 3 people required to attend the training, the code officer plus 2 others. These others can be municipal employees or officials. Your team of people will be expected to attend all meetings.  

For small/medium size communities, at least one code official must complete a NYSERDA-approved Clean Energy Communities Energy Code Enforcement Training series including both residential and commercial workshops. Small and medium-size communities that enrolled in the Energy Code Enforcement Training prior to August 8, 2017 may complete the requirements as they were originally defined at enrollment, provided the community completes the training by April 1, 2018, or they have the option of participating in the offering as described above. 

For large communities, there is a minimum of 3 people required to attend the training; the code officer plus 2 others. These others can be municipal employees or officials. Your team of people will be expected to attend all meetings. 
 
Step 2: Start the Training 
For small/medium size communities, attend one of the regional workshops that are scheduled through the consultant Newport Ventures. This all day workshop will feature two sessions covering both residential and commercial energy code with a plan review. Participants can earn Continuing Education Units (CEUs) for attending. The course will be provided at no cost to the municipality and qualify for the Energy Code Enforcement Training High Impact Action.   • Energy Code Enforcement Training - June 5, 2018

​For large municipalities, once the consultant, T.Y. Lin has been informed of your community's interest in the training, they will meet with you multiple times to go through 2 collaborative plan reviews and 2 joint onsite inspections of building projects with your team.

Step 3: Finish the Training and Submit Materials to NYSERDA 
For large communities your last step will be to participate in a presentation by T.Y. Lin summarizing results of the module, including key considerations and guidance for moving forward. Once the training is finished, T.Y. Lin will provide you with a final letter/email of completion. This document must be submitted to NYSERDA for approval at this link: https://nyserda-site.secure.force.com/CEC_HighImpact_Action_Item_Document_Page. 
For small/medium communities you will complete the workshop training and be given something to submit to the portal.
