Instructions for 2020 Census Local Update of Census Addresses Operation (LUCA) Registration Form

The Local Update of Census Addresses (LUCA) is a participatory process in which local governments collect address data to compare against the Census Bureau Master Address File (MAF) to ensure a full count of residential addresses within their jurisdiction.

While database collection may include duplicates, it is helpful to collect both municipal and county address information to fully ensure all residential addresses are included in the Census Bureau Master Address File for this region. Comparing local databases is important because some addresses may not be in every list. These databases provide confirmation that the addresses in your municipality or county are occupied if they are put into question. The more address related databases submitted, the more helpful it is when submitting additions or changes to the Master Address File submitted to the Census Bureau.

You have three options for what to do with this registration form (that you received in July of 2017).
  1. Designate Genesee/Finger Lakes Regional Planning Council as the LUCA liaison. This means that you will be submitting address related data to G/FLRPC that will be sorted and compiled into a local master address file to be used for comparison against the Census Bureau Master Address File. Instructions listed below.
  2. Decide not to participate. This is non-committal. Address related databases may or may not be directly submitted to G/FLRPC through your municipality. Your information will still be protected either way through a completed registration application submitted by the county.
  3. Designate your own municipality. This means your municipality will be collecting and sorting address data to compare with the Census Bureau Master Address File the Census Bureau provides directly to your municipality. G/FLRPC would not be part of this process.
 
 
Instructions for designating G/FLRPC as the LUCA liaison- please refer to form D-2013 “Instructions to Register…” Section 1.3 at the bottom of the page (in the LUCA packet that was sent to your municipality from the US Department of Commerce, US Census Bureau in July 2017).
  1. Flip to Form D-2002.
  2. In Section A. “Participation Response” please mark X for “YES our government is registering for LUCA.”
  3. In Section B., please fill out all requested information, ensuring the Tribal Chair or Highest Elected/Appointed Official signs in the slot provided for response number 2.
  4. Mail or Scan Form D-2002, D-2003, D-2005, and D-2006 to G/FLRPC at the following mailing address or at one of the following email addresses below.
  5. Check for a confirmation that this information was received by G/FLRPC

Please leave the remaining paperwork blank, including the Product Preference Form (D-2003), Confidentiality Agreement Form (D-2005), and Self-Assessment Checklist (D-2006). G/FLRPC will fill these out. G/FLRPC will submit this information to the U.S. Department of Commerce.
