Regional, Local & Water Resources Planning
Regional, Local & Water Resources Planning services include land use, water resources, municipal, hazard/flood mitigation, main street revitalization, and historic preservation planning in addition to local government support and training/workshop/conference development and coordination.
Brownfields. These are abandoned, idled, or under-used industrial and commercial facilities where expansion or redevelopment is complicated by real or perceived environmental contamination. Flood & Hazard Mitigation Planning. Hazard mitigation planning is the process of determining how to reduce or eliminate the loss of life and property damage resulting from natural and human-caused hazards. This involves completing a risk assessment; establishing goals, objectives and mitigation strategies; adoption and approval; and a stakeholder and public outreach process. Flood mitigation planning is a collaborative process whereby flood hazards affecting the community are identified, vulnerability to the hazards are assessed, and consensus reached on how to minimize or eliminate the effects of these floods.G/FLRPC can develop flood & hazard mitigation plans and evaluate appropriate mitigation activities to reduce or eliminate the long-term risks posed by these hazards to the communities of our region. Historic Preservation Planning. Historic preservation is the recognition that historic and cultural properties are a living part of community life and development and vital to public interest. Preservation planning enhances the distinctive character of communities; revitalizes commercial, industrial, and residential districts; and is a powerful economic development strategy. With a wide range of municipal planning and economic development experience, G/FLRPC has the ability to assist communities with historic preservation planning—whether by identifying and gathering data on a community’s historic resources, in the preparation of a formal planning document, or coordinating a comprehensive planning process. Knowledgeable staff at G/FLRPC can develop stand-alone documents such as historic preservation plans, downtown or main street revitalization plans, or neighborhood improvement strategies. Survey data can also be incorporated into sections of a community’s related planning documents—such as comprehensive plans—to ensure consistency with land use policies that affect historic resources. Main Street Revitalization. Genesee/Finger Lakes Regional Planning Council (G/FLRPC) views the Main Streets and community centers in our region as tremendous assets and opportunities. Main Streets are seen as current, former, or potential community centers and greatly contribute to the unique sense of place of the Genesee-Finger Lakes region. As the Regional Planning Council, G/FLRPC has the ability to assist communities with Main Street and downtown issues. The vitality of community centers are integrally related to land use, environmental resources, economic development, zoning, and design. G/FLRPC can draw on a wealth of resources including experienced and enthusiastic staff expertise, background materials, local law resources, and its mapping and data services. Municipal Planning. Municipal Planning includes local government assistance, zoning, comprehensive and main street planning, land use controls, and other local planning services. View some examples of Municipal Planning projects.
Regional Planning. Regional Planning aids local governments and citizens to deal with issues and needs that cross city, town, or county boundaries. Regional Planning encourages a cooperative exchange of information and ideas to create impartial, non-partisan resolutions. View a list of GFLRPC's Regional Planning Projects.
Water Resources Planning. Water Resources Planning includes Watershed Planning and Management, Groundwater & Wellhead Protection, Sourcewater Protection, Non-Point Source Implementation Projects, Data & Information Development & Analysis, and Regional Water Resources Coordination. These programs and projects are collaborative efforts with local, county, regional, state, and federal partners, along with the New York State Association of Regional Councils (NYSARC) Statewide Water Resources Management Program that are assisting in the effort to improve water quality in the Genesee-Finger Lakes Region.
As a regional agency, G/FLRPC is able to examine and coordinate water resource issues at a watershed wide level. Services include watershed management planning, wellhead protection and implementation of state and federal regulations. Assistance is provided to member municipalities with land use regulation and their relationship to water quality, proposal and grant development, and outreach and education.
